Many of the major issues related to taxation and regulation of marijuana will be addressed in two phases: first, those issues specified in a ballot measure and any subsequent legislation to establish a legal system for adult recreational use; and second, those issues to be specified in regulations developed at both the state and local level.
The Regulatory and Tax Structure Working Group is considering a range of questions such as the type and levels of tax, use of the tax revenue, the scale and structure of operations, interactions with medical marijuana regulation, degree of statewide uniformity, and environmental and employment issues.
These issues will also relate to the public policy priorities that tax and regulatory policy should achieve, for example to maximize state tax revenue, limit use by youth, and reduce the size of the illicit market.
